Roma, marzo 1944 . A seguito di un attentato compiuto in via Rasella ai danni di un reparto tedesco, dodici soldati dell'esercito di occupazione trovarono la morte. Il comando tedesco ordinò una feroce rappresaglia: il colonnello Kappler, con il concorso del questore di Roma Caruso , compilò la lista dei condannati a morte prescelti tra i detenuti per motivi politici e per reati comuni e tra i catturati nel corso dei rastrellamenti per le vie della città.
